Regulation on peer review author's final manuscript of articles submitted for publication to the editorial board of the scientific journal "Agrarian Bulletin of the Urals"

 

1. The publication of scientific articles in the journal "Agrarian Bulletin of the Urals" involves a mandatory review of the manuscripts submitted by the authors.

2. An article is receivable in evidence only if it meets the requirements for the author's final manuscript of articles posted on the website of the journal “Agrarian Bulletin of the Urals” in the section “Requirements for submitted articles”.

3. All materials must be conducted on an open basis. The existence of a restrictive signature stamp serves as the basis for deviating material from an open publication.

4. You should send an electronic author's final manuscript of articles in Russian to editor’s office.

6. The article is registered by the executive secretary in the articles’ registration journal indicating the date of receipt, article name, full name of author / s, place of work of the author / s. The article is assigned an individual registration number. The specified information is also entered into the database.

7. Review Procedure
All manuscripts submitted to the editorial office for publication are subject to review.

8. Manuscripts are reviewed in 2 stages:
Stage 1 - express assessment of the manuscript for compliance with the requirements for materials that are sent for publication in the journal "Agrarian Bulletin of the Urals" and for borrowing from open sources (verification is performed using the AntiPlagiat.ru system). Texts with borrowings of more than 25% cannot be published in the journal. Express assessment of the manuscript is carried out by the executive secretary of the scientific journal within 10 working days after the manuscript is received by the editorial office.

2nd stage –reviewing.
The editorial board organizes peer review. The editor-in-chief submits the article for review to two members of the editorial board, the editorial board and / or external reviewers in charge of the relevant area. Assessment of articles is carried out according to the principle of “double blind” (double anonymous) peer review, that is, the article is transmitted to reviewers without information allowing to identify the author, the author is provided with reviews without information to identify the reviewers. When sending manuscripts, each reviewer is notified that the manuscript transferred to him is the private property of the author (s). The reviewer is not allowed to copy the manuscript in order to use the material for his own needs or transfer to a third party.

The reviewer must get a view of the scientific article within 30 days from the date of receipt and send to the editorial office (by e-mail) a reasoned opinion on the scientific publication. If the review contains recommendations for correcting and finalizing the author’s material, the executive secretary of the scientific journal sends the author the text of the review with the proposal to consider the recommendations when preparing a new version of the manuscript.

During analyzing and evaluating the article, the reviewer takes into account the following parameters:
–analysis of the scientific level, terminology, structure and style of the article, the relevance of the topic;
- logical and scientific presentation, the correspondence of the methods, techniques, recommendations and research results used by the author to the modern achievements of science and practice;
- the feasibility of the manuscript corpus as a whole and its individual elements (text, tables, illustrative material, bibliographic references). The feasibility of placing tables, illustrative material in the article and their relevance to the subject;
- the place of the peer-reviewed article among other works of a similar subject: novelty, degree of originality or duplication of works of other authors or early articles of the same author (both in whole and in part);
- compliance of the title, keywords, annotations with the content of the article;
- inaccuracies and errors committed by the author.

An article submitted by the author to the editorial office after the elimination of comments is get a view in a general manner. A note is made in the registration journal on the date of receipt of the new edition of the article.

9. After receiving the reviews, the issue of the submitted articles is considered and there is made a final decision at the next meeting of the editorial board based on the assessment of the review on the publication or refusal to publish articles. Based on the decision, a letter (via e-mail) is sent to the author / s on behalf of the executive secretary of the editorial office. The letter gives a general assessment of the article, if the article can be published after revision / taking into account comments - recommendations are given for revising / withdrawing comments, if the article is not accepted for publication - the reasons for such a decision are indicated.

10. Articles in a scientific journal are published in the order of priority recommended by the editorial board.

11. The editors have the right not to accept copyright material for publication in the following cases:
• non-compliance by the authors with the rules for the manuscript,
• identify elements of plagiarism,
• inconsistencies in the subject matter of the scientific journal,
• the presence of a negative review by the reviewer on the received copyright material.

12. The editors do not store manuscripts that are not accepted for publication. Manuscripts accepted for publication are not returned. Manuscripts that have received a negative rating from the reviewer are not published and are not returned to the author.

13. The publication reviews all incoming materials that correspond to its subject with the purpose of their expert assessment. All reviewers are recognized experts on the subject of peer-reviewed materials and have published over the past 3 years on the subject of a peer-reviewed article. Reviews are kept in the editorial office for 5 (five) years.

14. The editorial staff sends copies of reviews or a reasoned refusal to the authors of the presented materials, and undertakes to send copies of the reviews to the Ministry of Education and Science of the Russian Federation upon receipt of the corresponding request by the editorial staff.
