Abstract. The brewing industry of the Russian Federation is a high-tech and economically significant sector of the national economy, acting as a systemic driver of the development of the agro-industrial complex and a wide range of related industries. In the context of increasing geopolitical instability and increasing sanctions pressure, ensuring the raw material sovereignty of the brewing industry is a strategic task. The purpose of the study is a theoretical and methodological substantiation of promising areas of transformation of the industry’s resource potential based on the identification and classification of factors that hinder the implementation of an effective import substitution policy. The research methodology is based on a systematic approach and the integrated use of methods of economic and statistical analysis of the dynamics of industry indicators for 2014–2023. The authors used a comparative analysis of foreign and domestic models of intersectoral coordination in the agro-industrial complex, as well as a method for synthesizing theoretical provisions and empirical data characterizing the state of the resource potential of the brewing industry. The scientific novelty of the research lies in the author’s systematization of factors that have a complex impact on the state and dynamics of the resource potential of the brewing industry. As a result of the study, critical structural, technological, and qualitative selection imbalances have been identified due to almost complete import dependence in hop production and a shortage of specialized seed stock for malting barley. It is established that the resource stability of the industry is determined by the combined impact of unfavorable macroeconomic conditions, increasing price disparity and institutional fragmentation of interaction between subjects of the agricultural and industrial sectors. The results of the study prove that overcoming the identified factors is impossible within the framework of traditional purchasing models. The authors substantiate the need for a transition to the formation of adaptive resource ecosystems. The introduction of an ecosystem approach will synchronize the economic interests of participants in the value chain, offset exogenous risks and ensure the long-term stability of the brewing industry.
