Specifics of the implementation of budgeting initiatives in the agro-industrial regions of the Russian Federation

Abstract. This article examines the pressing issue of adapting public finance instruments to the specific needs of strategically important agricultural regions. The purpose of the study is to identify the institutional and financial characteristics of participatory budgeting in leading agro-industrial regions of the Russian Federation. The analysis focuses on identifying key differences in regional practices and the factors that determine them. A combination of scientific methods was used to achieve this згкзщыу. The study is based on a comparative analysis of regulatory frameworks and financial statements, which allowed for a systematization of the conditions for implementing participatory budgeting programs. Content analysis was used to examine the thematic structure of portfolios of implemented participatory projects. An institutional approach served as the theoretical basis for interpreting the data obtained and identifying formal and informal rules governing the interactions between government, business, and local communities. The scientific novelty of the study lies in its comprehensive interregional comparison of participatory budgeting models specifically in the agricultural context, which allowed for a transition from a description of individual features to the identification of systemic patterns. Particular attention is paid to the analysis of the role of agribusiness, which has not previously been the subject of a separate study. Results. The study revealed significant differences in per capita budget allocations and institutional conditions for program implementation between regions with similar economic structures. It was established that the key constraint to improving the effectiveness of participatory budgeting is the optional, rather than mandatory, nature of agribusiness participation in project co-financing. Based on the analysis, specific measures were proposed to amend regional legislation and create specialized competitive pipelines for business partnership projects, aimed at transforming this instrument into a mechanism for sustainable rural development.
