Socio-economic processes underlying the sustainable development of rural areas of the Russian Federation

Abstract. The purpose of the article is to identify and substantiate stable (sustainable) directions of state policy in the field of rural development, as well as to assess the prospects for their implementation in key areas: economic, social, environmental and institutional. Sustainable rural development is closely linked between the processes of creating effective public policies at the international level and their implementation at the local decision-making stage, when the State promotes the development of a participatory approach and real opportunities provided by the population, depending on various social and personal factors. Methods. To reveal the purpose of the article, the author used methods of analysis and synthesis to reveal the essence of socio-economic processes underlying the sustainable development of rural areas of the Russian Federation. The methodology of the report was used, revealing the monitoring of progress in achieving the Sustainable Development Goals in Russia, which directly relate to agriculture and rural development. The analysis of some indicators of the goals of sustainable rural development and their compliance with the objectives of the strategy of agricultural development policy has been carried out. Through monitoring and expert assessments, the main indicators that reduce inequality between urban and rural areas have been identified. Scientific novelty. In the article, the author analyzes the relationship between the policy of sustainable rural development in accordance with the Sustainable Development Goals adopted by the United Nations General Assembly in 2015 as part of the 2030 Agenda for Sustainable Development and the possibilities of its implementation in various spheres of life in Russia.: economic, social, environmental and institutional. The results of the study indicate that there are significant differences between the analyzed indicators of Sustainable Rural Development Goals, indicating uneven access to various economic, social, environmental and institutional programs for rural populations.
