Abstract. The Government and the Ministry of Agriculture of the Russian Federation implement a consistent policy to support agriculture and dairy industry. This increases production for most agricultural products. At the same time, a significant rate of food inflation neutralizes the positive results achieved. The object of the study is the dairy cattle industry and the results of its development for 1990–2023. During the study period, this sector of the economy demonstrates progressive growth and development. Milk production is increasing. However, they are not sufficient to meet the internal needs of the population. As a result, imports are increasing. To stabilize the situation, the state has developed a system of measures to support the industry, which belong to the so-called yellow basket and distort market management tools. The purpose of the study is an evaluating the effectiveness of the agro-food policy in the industry. The results obtained suggest that the reorientation of state support measures is necessary. Methodological tools were used methods of statistical and simulation modeling, the results of which were the determination of the equilibrium price for milk. In 2023, in terms of current production volumes, it should amount to 28.4 thousand rub/t. Scientific novelty of the research is to develop a methodology for determining the equilibrium price in the dairy market on the basis of simulation tools. AniLogic. Results. The article provides recommendations for stabilizing the industry and increasing the demand for milk. It is competition, harmonization of support and food cards. The results obtained can be adapted in the development of regional agro-food programs for the development of the dairy industry.
