Abstract. The need to introduce fundamental changes in the process of strategic planning for sustainable development of agriculture follows from qualitatively new tasks in the field of food security related to ensuring the convergence of physical and economic availability of products at the level of rational consumption standards. The purpose of the study is to propose a conceptual model of the process of strategic planning for sustainable development of the agri-food sector corresponding to new tasks in the field of ensuring food security. The subject of the study is a single process of goal-setting, planning and forecasting of sustainable development of the agro-food sector. Research methods – logical reasoning, computational and constructive justification, decomposition of goals, theoretical modeling. Results. It was revealed that today's process of strategizing for sustainable development of the agro-food sector is characterized by a low degree of harmonization of the stages of goal-setting, forecasting and planning at the federal and territorial levels. A new fundamentally different conceptual model of the process of strategic planning for the agro-food sector is proposed, based on the principle of “from goal-setting to implementation”. The paper substantiates additions to the system of documentary support for the strategic planning process based on target indicators, criteria and tools for achieving them. Scientific novelty. The paper identifies principles (continuity of goals and objectives in goal-setting, forecasting and planning documents; compliance of the applied indicators with the objectives in the field of agricultural development and food security; methodological validity of the level of target indicators; relationship of documents at the industry and territorial levels; linking target indicators and resources provided for their achievement) and proposes a model for their implementation aimed at increasing the harmonization of the strategic planning process for agricultural development and food security as a complex problem. Scientific developments are useful for the governing bodies of the agro-industrial complex. They will allow participants in strategic planning to correctly select the appropriate instrumental support for the stages of goal-setting, forecasting and planning for sustainable development of the agri-food sector. They will strengthen the fundamental and algorithmic basis of digital services in the agro-industrial complex used at various stages of the strategizing process.
