Abstract. The purpose of the study is to develop and validate an innovative organizational model to overcome the systemic shortage of quality planting material that critically hinders the development of medicinal plant cultivation in the Republic of Buryatia. The research addresses the urgent need to reduce import dependency and diversify the regional agricultural sector through establishing sustainable domestic production of planting materials for valuable medicinal species such as Rhodiola rosea and Scutellaria baicalensis. Methods employed in this research include comprehensive comparative analysis of traditional seed production models, systematic expert assessments involving industry stakeholders, and critical analysis of practical experience in the regional industry's development. The methodological approach integrates both theoretical framework analysis and empirical data collection to ensure the model's practical applicability and regional specificity. Scientific novelty of the study lies in the original development and theoretical substantiation of a specialized resource-oriented network model specifically adapted to the unique conditions of a “nascent industry” in the agricultural sector. The key innovative element represents a fundamental rethinking of the functional role of agricultural classes in rural schools, transforming them from purely educational institutions into multifunctional infrastructure hubs capable of forming decentralized funds of quality planting material while maintaining their educational mission. Results of the research include the development of a comprehensive three-stage implementation model that ensures the complete life cycle of planting material - from scientific development and primary reproduction to industrial implementation and commercial utilization. The study demonstrates proven cumulative synergistic effects combining significant economic outcomes (import substitution, industry development, reduced capital intensity), substantial social benefits (retaining youth in rural areas, creating new employment opportunities), and important educational advantages (forming practical competencies, enhancing professional orientation). The model's effectiveness has been empirically validated for overcoming systemic constraints in planting material provision and creating sustainable mechanisms for agricultural diversification in the region. The proposed approach offers a replicable framework for developing nascent agricultural industries in other regions with similar socioeconomic conditions.
