Ensuring Russia’s food security: the case of the Far Eastern regions

Abstract. Food security is rightfully one of the most relevant topics and continues to attract research interest. Solving the problem of food supply is of strategic importance for the regions and the whole country. The purpose of the study is to assess the parameters of food availability in the regions of the Far Eastern Federal District and determine their participation in ensuring national food security. Methods. The research is based on a systematic approach, methods of comparison, induction, deduction, abstraction, concretization, analysis, synthesis. The hypothesis of the study is that in the system of ensuring national food security, the main determinants are the parameters of food availability in the regions and the standard of living of citizens. Results. The necessity of a comprehensive solution to the problem of food availability and improvement of living standards in the regions to ensure national food security is substantiated. The research allowed us to formulate the following main theses. Regions with unfavorable natural and climatic conditions and imbalances in spatial and sectoral development, including the subjects of the Far Eastern Federal District, need increased support. Social property segregation is high in the regions, a significant part of the inhabitants have an irrational diet, and the dynamics of morbidity is unfavorable. At the same time, currently many economic regulations adopted at the government level are unreasonable, and already at the stage of forecasting and planning they distort the real situation. The cost of a minimum set of food products is extremely low, unable to provide adequate, rational nutrition to the population. Food availability is limited by low self-sufficiency, huge spatial extent of territories and low population density, and high property segregation hinders socio-economic development. The scientific novelty of the study lies in identifying the parameters of food supply in the regions of the Far Eastern Federal District, assessing their contribution to ensuring national food security, as well as in forming an evidence base that some economic standards adopted by the government are unreasonable, do not take into account the real situation and do not contribute to ensuring full availability of food for the population. This requires making appropriate adjustments to the current socio-economic policy.
