Abstract. The article is devoted to the analysis of the impact of the transformation of the global sustainable development agenda on the Russian agro-industrial complex. The purpose is to identify trends in the formation of the sustainable development regulatory system, to identify the specific risks it creates for the Russian agroindustrial complex, and to justify an adaptation strategy. Methods. The study is based on an analysis of the regulatory and legal documents of the European Union, which has the most developed regulation of corporate activities in achieving the UN Sustainable Development Goals. The research employs methods of institutional and systemic analysis, as well as formal-logical analysis of regulatory impact mechanisms. Results. The study reveals that the global sustainable development agenda has transformed into a stringent “digital regulatory” pressure. EU instruments such as the Carbon Border Adjustment Mechanism (CBAM), the Taxonomy for Sustainable Activities, and the Corporate Sustainability Reporting Directive (CSRD) create direct risks for the Russian agro-industrial complex related to the carbon intensity of exports, product competitiveness, and access to “green” financing. Effective counteraction to these challenges requires not only legal but also technological solutions. Russia's position as an exporter also contains development potential associated with the world's largest forest and agricultural lands capable of absorbing significant volumes of carbon. The possibility of monetizing this unique natural capital lies in the systemic digitalization of the industry. As a concrete scientific and practical contribution, an adaptation architecture is proposed. This architecture involves the creation of a national digital system for emission verification, the development of a green taxonomy (agrotaxonomy), and digital mechanisms for monetizing natural capital through the development of carbon farming. The scientific novelty. Within the framework of this study, an interdisciplinary approach to the analysis of sustainable development is applied for the first time, in which legal and economic aspects are inextricably linked with the challenges of data management and IT infrastructure development. This forms a theoretical basis for further research in the field of digital sovereignty and the technological transformation of traditional economic sectors.
