Abstract. Under conditions of sanctions restrictions and the implementation of the import substitution strategy, the issues of structural transformation of the agro-industrial complex are becoming critically important for ensuring the country’s food security. Investments act as a key factor that initiates and accompanies structural shifts in the agricultural sector. The purpose of the study is to analyze structural shifts in the agricultural sector of the Ural macro-region through the lens of the investment aspect, as well as to assess the dynamics of changes in the positions of its constituent entities of the Russian Federation. Methods. The methodological basis of the work was structural-dynamic analysis, including the calculation of the magnitude, speed, intensity, and index of structural shifts in relation to investment indicators, supplemented by methods of comparative analysis and statistical visualization. The scientific novelty lies in the adaptation and testing of a methodology for assessing structural shifts to analyze the investment development of the agricultural sector in the context of the constituent entities forming the Ural macro-region. This makes it possible to quantitatively measure the depth of transformation processes, identify regional specifics, and determine the level of development of the agricultural sector for each constituent entity of the Russian Federation within the Ural macro-region. Results. Based on a retrospective analysis for the period 2010–2024, key trends in the investment development of the agricultural sector in the constituent entities of the Russian Federation that are part of the Ural macro-region were identified, and the directions of structural changes and their intensity were determined. It was revealed that, despite all-Russian growth trends and state support, the macro-region experiences instability in the sector: with an absolute increase in investments in five out of seven regions, their share in fixed capital decreased, and a low rate of change was identified, indicating the inertia of investment policy. The established heterogeneity of the regions in terms of investment sustainability and volume justifies the need for a differentiated approach to managing the development of the agricultural sector. Practical significance. The obtained results can be used by regional authorities to adjust state support measures, develop targeted investment strategies, and improve the efficiency of managing structural transformations in the agricultural sector of the constituent entities of the Russian Federation.
