Digital mechanisms of inter-cluster interaction as a factor of technological integration of agro-industrial production in the Republic of Kyrgyzstan and the Ural regions

Abstract. The purpose of the study is to develop a theoretical model and recommendations for the establishment of digital mechanisms for inter-cluster cooperation in order to enhance the technological integration of agriculture in Kyrgyzstan and the Urals regions. Methods. The methodological basis of the research is based on the combination of systematic and comparative approaches to analyzing agricultural clustering. The specific nature of the study necessitated the use of zoning and mapping methods, while the processing of empirical data was conducted using statistical tools. Results. Promising Kyrgyz agro-clusters have been identified: industrial crop production, subtropical fruit and nut production, alpine animal husbandry, recreational and agrotouristic. The main barriers to the modernization and digitalization of agriculture in Kyrgyzstan, which can be minimized through technological integration with the centers of innovative development of the EAEU countries, are considered. Based on the analysis of the regional concentration of employment in key industrial segments of the agro-industrial complex, potential centers of clustering of agro-industrial production in Russia were identified. This study identifies four distinct groups of regions: national clustering centers, regional clustering centers, potential hypercluster segments, and other regions. The analysis of the Ural macro-region’s agro-industrial potential establishes Ekaterinburg, Perm, Ufa, and Chelyabinsk as its primary spatial clustering cores. An original model of the “Ural Intersectoral Agricultural Hypercluster” is proposed, conceptualized as a trans-regional, multi-core structure leveraging digital platforms and services. Scientific novelty. Within this model, digital mechanisms for inter-cluster interaction are examined for their capacity to stimulate technological convergence, optimize logistics, and generate synergy, thereby fostering sustainable agricultural development within the Eurasian economic partnership.
