Abstract. An important place in the development of rural areas belongs to human capital – one of the main resources necessary for the recovery of the rural economy. It is rural residents with their education, health, skills, entrepreneurial initiative that are the main factor in the development of rural areas. Therefore, the role of analyzing the state of human capital of rural areas, taking into account their differences in economic, socio-demographic and other parameters of spatial organization, is increasing. The purpose of the study is to determine the features in the formation of rural human capital, manifested through differentiation between municipal districts according to their spatial organization. Methods of economic, mathematical and statistical analysis were used in the calculations. The study applied an approach that made it possible to divide the rural territories of the Voronezh region into types of periphery, depending on their distance from the regional center, which made it possible to identify which of the parameters of spatial organization have the greatest impact on the development of human capital. The use of systems analysis allowed to consider the studied problems both in horizontal and vertical directions, to study various aspects and measures for further improvement of rural human capital management. Scientific novelty. For the first time the spatial organization of rural areas is investigated through the prism of systematization of municipalities according to their typology by peripheral characteristics in order to build a comprehensive and detailed idea of the specifics of the formation of human capital in rural regions. The results obtained made it possible, based on the identification of 3 types of periphery of rural areas, to identify the parameters of spatial organization that have the greatest positive or negative impact on the state of human capital. This approach makes it possible to make more effective management decisions if it is necessary to point and promptly regulate the formation and use of human capital, which have a pronounced local specificity, which, ultimately, should contribute to improving the management system of rural development.
