Abstract: The article is concerned with a scientific methodology to quantify the definition of key performance indicators, which on the one hand, maximize the output of livestock products (the necessary condition for the compliance with the requirements of food safety), on the other hand, maximize the profit from the sale of livestock products (the necessary condition for improving the competitiveness of livestock production in the Republic of Kazakhstan in the functioning conditions of integration formations). This technique uses the statistical data processing on the East Kazakhstan region collected over the past 20 years, from 1993 to 2013. The article emphasizes the need for the division of livestock products into certain types, taking into consideration the ethnic composition of the East Kazakhstan region. A significant part of the article is devoted to the calculations of the correlation coefficients, the regression coefficients characterizing the quantitative impact of production performance on the output of animal products, as well as the solution of linear programming models for each type of livestock products. The East Kazakhstan region is one of the leading areas of livestock production, providing 11 to 14 percent of all livestock products of the Republic of Kazakhstan. The obtained correlation coefficients reflect the situation for the production of animal products directly to the East Kazakhstan region, which is characterized by the presence of large areas of natural grasslands, high concentration of animals belonging to the population. The development of the function of the supply of livestock products in a differentiated way by type enables managing structures to receive required objective information concerning the relationship of production rates with final results. From a technological point of view, the coefficients of the system of constraints play an important part; the numerical values of these coefficients were determined in an expert way by interviewing leading experts in the East Kazakhstan region. Methodically, this approach is important for the Republic of Kazakhstan, as a whole, since the territory of Kazakhstan occupies a vast area, practically with the specific features of each region. Therefore, determining the values of technological coefficients in the constraints with the help of experts, this approach can be applied to any area of the Republic of Kazakhstan, which has been producing livestock products. The proposed approach is advisable to consider when developing programs for the development of agro-industrial complex of the Republic of Kazakhstan, both for a short-term and a long-term perspective.
