Abstract: Corporate social responsibility involves not only the fulfillment of legal requirements, but also a manifestation of voluntary initiatives for social support and development staff of the organization, as well as financing of measures to address local issues in the field presence of the organization. We carried out in the Altai region studies have shown that rural entrepreneurs are implementing internal corporate social responsibility, respecting the requirements for wages, funding to ensure safe working conditions and the implementation of a number of social measures. External manifestation of corporate social responsibility is confirmed by the presence of rural business support costs and socio-cultural sphere of social and physical infrastructure of the village. Public authorities and management at the regional level are developing a set of measures aimed at improving the social responsibility of employers. Thus, in the Altai region corresponding competition held on the basis of which maintains a register of socially responsible and socially-oriented employers. As of October 2014 the largest share in this registry occupy organiza- tion of education. For socially responsible employers provided a number of organizational and economic preferences, both at the federal and municipal level. In rural areas, responsibility for the functioning of the village bears the local authorities. Active voluntary participation of rural businesses in addressing local issues and the need to support these initiatives necessitate legal settlement of relations between these parties. We have introduced the concept of “municipal-private partnership” and developed forms of examples of its implementation, aimed at mutually beneficial cooperation of local governments with rural businesses to address local issues of the settlement.
