Abstract: Development of the Russian agribusiness in economic conditions are caused by the use of sanctions against Russia, objec- tively reclaims the development of adequate agricultural policy. Russia has great potential for the development of agricultural production: more than 40 % of world reserves of black earth, 20 % of drinking water, about 50 million hectares arable land has not yet engaged in organized agriculture, from 120 million hectares of arable land is currently in agricultural production is not used about 40 million, which is a reserve for the development of agricultural activities. Today, it is important to use all the reserves and really do increase agricultural production, raw materials and food domestic agricultural organizations and other stakeholders agricultural complex of the country. At a certain understanding and the necessary legal regulation of this work may be involved students and teachers of agricultural universities. In the context of the economic crisis in the agricultural sector would be appropriate to allow agricultural universities to participate in the implementation of targeted programs existing in the Ministry of Agriculture of the Russian Federation. These are programs for vegetables open and protected ground, gardening, beekeeping, potato and others. Participation in such programs would receive the university budget funds for the development of production, which in the long run, with the involvement of a large army of students and skills shortages in rural areas will dramatically increase the production of agricultural products and make a real contribution of universities in addressing the problem of import substitution in the agro-food market.
