Abstract: The primary objective of the dairy industry is the systemic and systematic application of scientific and technological, orga- nizational and economic innovations. In modern conditions can successfully develop only those enterprises, which promptly identify changing community needs in the dairy industry, systematically and consistently use the opportunities that arise from the continuous development of science, engineering and technology, organization of production and management. It should not be forgotten and full use of the existing production apparatus. The capacity of existing enterprises, which produce dairy products, is far from fully exploited. In 2010, the production capacity of dairy products was only 37 %, butter — by 29 %, cheese — by 46 %. Thus, in existing plants there is significant scope to improve the use of existing facilities, and the increase due to the volume of dairy products and all economic indicators. Dairy Ural region during the past 20 years has gone the way of intensive development, resulting in the production of milk is one of the most productive, high-tech and automated livestock. Currently, the number of dairy cows in the Ural region has more than 1.5 million. Their average productivity in 2013 amounted to 6 300 kg of milk per head. The total number of dairy farms over 6.000. Most farms have livestock 400 or more cows. State quotas for raw milk are increasing every year, making positive preconditions for the development of sub-sectors of produc- tion and processing of milk. The main trend in feeding cattle is rational use of complete, well-balanced mixes. The breeding of highly productive cattle and intensification of dairy production in the Urals region determine the development of correspond- ingly high level of milk processing. In the region there are about 20 large (capacity of over 100 thousand tons per year) dairy plants. In the interaction of sub-sectors of production and processing of milk, based on the development of quality management is manifested successful combination of public and private forms of ownership.
