Analysis of the process of strategizing sustainable development of the agri-food sector

Abstract. The need to introduce fundamental changes in the process of strategic planning for agricultural development stems from qualitatively new tasks in the field of food security related to ensuring the convergence of physical and economic availability of products at the level of rational consumption standards. The purpose of the study is to provide proposals for improving the process of strategic planning for sustainable development of the agrifood sector, corresponding to new tasks in the field of food security. The subject of the study is a single process of goal-setting, planning and forecasting of sustainable development of the agri-food sector. Research methods. Data sources are documents on the development of agriculture and food security, information resources of Rosstat and the Ministry of Agriculture of the Russian Federation. The methods of scientific generalization, critical analysis, empirical research, balance linkage, logical inference and theoretical modeling were used to process the data. Results. Weak continuity of goals and objectives in goal-setting, forecasting and planning documents was revealed. Low compliance of the applied indicators with the objectives in the field of agricultural development and food security is noted. Insufficient connection of documents at the industry and regional levels has been established. The lack of dependence of target indicators and resources provided for their achievement has been determined. Scientific novelty. Data on the degree of harmonization of the process of strategic planning of sustainable development of agriculture with the tasks in the field of ensuring food security have been obtained. It has allowed formulating directions for improving conceptual foundations that reflect in the process of strategizing the trinity of interrelated, on the one hand, priorities, goals and objectives, on the other hand, the course of action and measures to achieve them, on the third hand, resource provision balanced with indicators of the “desired” state of the planning object in the future. Scientific developments will be useful for participants in strategic planning of the agro-industrial complex at the stages of goal-setting, forecasting and planning of sustainable development of the agro-food sector.
