Abstract. The purpose of the work is to determine the conceptual foundations of the activities of people’s enterprises in the agro-industrial complex, formed on the basis of regulatory legal documents and building a system model of people’s enterprise, identifying the strengths and weaknesses of the development of this companies form in the industry. Methods. The research was conducted using scientific methods: economic analysis, in particular, economic and statistical methods of collecting and processing information, method of comparative analysis, special attention was paid to the method of swot-analysis and system approach. Results. The system model and the concept of development of people’s enterprises in the domestic agro-industrial complex have been developed. The external factors predetermining positive forecasts from replication and development of people’s enterprises in the industry are determined. The goals and objectives of their creation and development are also defined, providing for the solution of the most acute problems of the agricultural industry and agro-industrial complex as a whole, such as the preservation and development of human capital, increasing the motivation of employees and their involvement in the activities of enterprises as a tool for increasing productivity. Scientific novelty. The concept defines the principles of people’s enterprises, such as the principles of equality, fairness and identity of participation in the labor process and capital. The distinctive feature of the tools necessary for the implementation of the principles of people’s enterprises is their predetermination by the legal basis of activity regulated by the current law. The organisational and legal form of people’s enterprises can be effective in crisis situations for business, such as: the threat of bankruptcy, sale by the owner of the business, as well as an innovative tool to improve the efficiency of the basic process.
