Issues of formation of innovative potential of agriculture in conditions of achievement of technological sovereignty

Abstract. The purpose is to analyze the factors and conditions for the formation of innovative potential of agriculture in modern complex geopolitical conditions. Methods. The article uses general scientific research methods, including a systematic approach, analysis, systematization, monographic and statistical methods. Scientific novelty. The article suggests that the innovative potential of the industry in the context of economic protectionism and sanctions pressure creates a dual demand for its characteristics: on the one hand, it is competitive in international markets, and on the other, the need to achieve technological sovereignty. These two aspects represent mutually contradictory development doctrines that require the development of a new approach to assessing and shaping the innovative potential of the industry, which consists in identifying regions as centers of innovation that ensure competitiveness in international markets by concentrating human and financial resources, and regions as providers of innovation that ensure technological sovereignty. Results. A semantic assessment of the importance of the geopolitical factor in the formation of the innovative potential of the industry has been carried out. A preliminary assessment of the factors of density, concentration and connectivity of the innovation space in the context of the main branches of agriculture (crop production and animal husbandry) showed a certain spatial disparity between the federal districts. It is concluded that spatial imbalances are caused by the uneven distribution of human and financial resources across federal districts, as well as the low efficiency of ongoing innovation processes in the respective districts. In the context of federal districts, the volume of innovative product introduction does not necessarily coincide with the centers of concentration of the number of employed and students in the field of agriculture, which is unacceptable in the context of achieving technological sovereignty. It is proposed to include in the general scheme of the spatial innovation landscape of the agricultural industry regions – centers of innovative developments and regions – providers of innovation activities. At the same time, it is recommended to allocate centers of innovative detail in accordance with the natural and economic zones for which innovative products will be adapted.
