Abstract. In this article the existing methods for assessing the socio-economic development of rural areas, identifying their shortcomings and limitations are analyzed, on the basis of which the authors formulate in general terms the characteristics of a system of indicators that is able to assess the development of rural areas as effectively as possible, economic processes, crisis conditions of development, globalization of regional economic policy. The methodological basis of the study was a comprehensive approach, including a method of analyzing the regulatory legal acts that govern the development of rural areas. The authors substantiate the expediency of applying the methodology, including a system of indicators of the dynamics of rural development, assessing the overall level of development of the territory, allowing to trace its dynamics, take into account and forecast the priority development tendencies, and also contribute to effective management of strategic planning and development of rural areas. This system of indicators should take into account the internal factors of the socio-economic development of the territory, the type of specific territories and the degree of availability of relevant statistical information, as well as the entire set of external factors, including crisis situations. The results of the study can be used by local governments in the evaluation of the socio-economic development of municipalities and the development strategy of the municipality.
