Abstract. The relevance of this study is determined by the persistent decline in human resources in the agricultural sector in Russia. In particular, the share of young people under the age of 35 employed in agriculture, forestry, hunting, fishing, and aquaculture decreased from 30.7 % to 24.2 % over the period 2018–2024, which intensifies labor constraints on the sustainable development of the agrarian sector and the implementation of innovative technologies. The purpose of this study is to analyze the instruments of public personnel policy used in foreign countries to attract and retain young people in agriculture, as well as to develop proposals for strengthening the human resource potential of the Russian agricultural sector. The methodological framework of the study includes an analysis of domestic and foreign scientific publications, strategic and regulatory documents, and a comparative analysis of practices in workforce forecasting, dual education, and the digitalization of education in the agricultural sector. The key results of the study include: substantiation of the feasibility of introducing a regionally oriented system for forecasting workforce needs in Russia, drawing on the example of the Czech KOMPAS system; the development of proposals for integrating dual forms of education into the system of targeted training of agricultural personnel with an increase in the share of practical training to 70 %; and identification of the role of digital educational tools (digital farms, virtual laboratories, AgTech courses) in reducing the digital divide and increasing the attractiveness of agriculture for young people. The scientific novelty of the study lies in the systematization of international instruments for attracting and retaining young people in agriculture and the substantiation of their potential adaptation to Russian conditions. The practical significance of the study lies in the possibility of using the obtained results by public authorities, educational institutions, and agribusiness companies in the development and adjustment of regional programs for human resource provision in the agro-industrial complex. The study concludes that the implementation of a comprehensive approached in strategic policy documents is necessary to enhance the effectiveness of state human resources policy in the agricultural sector.
